Pixelmon Mod

So i know that Dragonite spawn in the deep ocean biome in the "air" (flying?), do i have to make a platform at the surface to increase the chance of spawning, or should i dry up a part of the ocean and set up some grass/stone to have more chance seeing a dragonite spawn?

also can you only fish up a dratini below Y35?

Hope anyone here can give me some light about that.
