Rare Candies do affect sizes, but that's because they raise a Pokémon's level -- higher level Pokémon grow slightly larger. The "growthScaleModifier" setting in the config (not sure what it's called in the P menu) affects how big things get.

I meant in a negative way, like a level 100 through rare candies is smaller than a natural 100. Sorry for not being clear

There's nothing like that that I'm aware of, though other people may know more there.
