Pixelmon Mod

I have yet to encounter one of these, are they simply just super rare or are they not fully in the mod yet? Please help me with a guide to get this guy/gal.

Are a rare variation of basculine, tbh White basculine and the new qwiflish are not totally fully in the mod (or is what i saw) cause they cant evolve for some reason, i guess the condition of evolution are not yet in the mod. i found a few of this whit basculins so keep trying, good luck <3 nwn!
