Ive looked around a bit on the forums and ive seen several topics, but none actually tell you. I really want to know where magmar spawns, I am a gym leader on a server so i would also like to know if anyone has an idea of where the legendary birds spawn.

I know this topic is old, but as to your question about the Legendary Birds, Moltres and Zapdos spawn in Extreme Hills biomes, and Articuno spawn in Ice Plains biomes, I'm pretty sure.
