Is it possible to add forge to a server run by a .bat file???

Fixed question. And - yes, it's possible.

You must change server_file.jar into whateveryounamedforge.jar . You need to change forge file extension from *.zip to *.jar .

I tried using the PermissionsEx plugin that you have linked to this post, and I'm using BukkitForge (1.4.7-257.jar) and everything, but for some reason I have the node essentials.help set for a group, yet they don't have access to it.

I can't see anything wrong with it. You might try PermissionsBukkit. I'm using it, has a similar structure, and it works fine.
