I have an idea I'm pretty sure this isn't in the game. If server owners could allow any pokemon to be a starter pokemon. Disallowing certain ones and allow others. I'm not sure if this is possible. I'm a coder myself but haven't tried anything. As a server owner I'm trying to do all 5 regions (as i own all of the games) for my own server. Which would be awesome for those who do not like the basic starters.
