Remove the installer, and use this file for your server jar instead.

Drag the jar file in your folder. Make sure you change your start file to open up that jar, and also make sure you extract that libraries file. This should work.

You also need WinRar or some kind of rar program to extract it. You should be able to extract the file. I hope either one of these solutions work.
