Anyone read the Pokémon Adventures Manga?
Team Rocket uses 7 of the badges (not Giovanni's) and put them in a special machine. They captured the three bird Pokémon and used the machine to create the Thu-Fi-Zer.
I think it would be cool to add into the game or as an easter egg.
Later the machine created Lugia also but that doesn't need to be put in in my opinion. To create Lugia you needed the 8 Kanto badges.
But I think it would be awesome opt make the Thu-Fi-Zer model. Though in the comic it didn't have a name this was made for it.
My other sigs I use:
