-adjusted hand length, and the hair shape overall
-made a quick textured version
-cut some polygons where possible (current poly count is 514)

I would greately appreciate advice regarding the poly count, specifically if the poly count has to go down more.

#115858 The face is a bit to far in. I suggest bringing it out a bit like in my reference picture below via bulbapedia. Also the arms actually have that piece bulging out and not as lines. I would suggest instead of texturing them in to make them. And finally the hair lines arnt right. As you can see here

the hair goes into a split from the bottom. I think you have a excellent start however! Keep up the good work!

#116035 I adjusted the hair, brought out the face as much as I could, built the bulges from the mesh and erased the texture lines that were there.
I will adjust the mouth as much as possible and if it's not working out I will remake it. I will also try to reduce the number of polys in the hands.
