Perhaps having them be a placeable object that sets all wild pokémon within their range to have maximum aggression towards player characters would simulate the same sorts of effects?
If their effect range is not blocked by solid blocks, this would also make some interesting wild pokémon dungeons more possible in adventure worlds, as you could hide one of these devices in an area players can't reach to ensure pokémon inside the dungeon were going to attack the players, without needing to set wild pokémon aggression high globally.
