Combining Mega and Dyna is not possible in the games, so we have no idea about what interactions and scaling that would result in. Not sure we want to just come up with something, "just because". Especially since it will affect all the competitive players/servers.

dynamax and mega isnt possible in the games because the necessary items arent in the same game. However if the items WERE in those games it would be possible. in pokemon sun and moon z-moves and mega evolution were both usable, just not on the same mon. rayquaza doesnt need a item to mega evolve, but it can not do so while holding a z-crystal. so the same logic should apply to dynamax, so you cant dynamax a pokemon that is holding either a megastone, z-crystal or uses a primal form.
saying that its impossible in the games makes it sound like the game prohibits you to from equiping the dynamax and mega band at the same time, which it does not. your character just doesnt have a mega band in the game. sun and moon clearly established, that its possible to use two gimmicks on the same player, just not on the same pokemon.
Possible battle rules might include only allowing a particular gen's mechanics, or only allowing each Trainer to use one gen's mechanic rather than all three's.
