Effect Spore

Effect Spore is an Ability that causes contact moves used against the Pokémon to have a 30% chance of inflicting one of three types of status on the aggressor. It does not affect Pokémon with Safety Goggles or Overcoat. It also does not affect Grass-type Pokémon.
