Powder is a Bug Type move with priority (+1). The move scatters the target with explosive powder - if the target attempts to use a Fire Type move on the same turn, the powder will explode and the enemy will lose 25% of its max HP. If this happens, the fire-type move will not be executed, but it will still lose PP.
