A static shrine is a shrine that spawns rarely in Savanna Plateau, Savanna M, and Savanna Plateau M biomes. If a fully-charged orb of static souls is placed in its centerpiece, the Legendary Zapdos will spawn. The shrine structure is a two-story building with two entrances, although only one of the entrances contains stairs leading from the ground floor to the top floor, where the shrine centerpiece is located; the other leads to a dead end. The exterior contains several of the uncommonly found chiseled stone bricks.
The command "/struc shrine2" can spawn a static shrine if the terrain allows for one.
