Dry Skin is an ability that causes the Pokémon to take double damage from Fire-type attacks and heal 25% of its HP when hit by a Water-type attack. The Pokémon will also lose 1/8 of their maximum HP per turn if it is sunny and restore 1/8 of their HP each turn if it is raining.
