Individual values (also known as IVs) are values that improve the stats of Pokémon based on their inherited strengths.
Stat effects
Pokémon have six different types of IVs, one for each of the six stats (HP, Attack, Defense, Special Attack, Special Defense, Speed), with values ranging from 0 to 31 in each. Each IV increases the respective stat by IV x Level / 100, with a Level 100 Pokémon having a total boost in stats equal to their IVs. The pattern of IVs also determines the type for the move Hidden Power.
Increased IVs
A given Pokémon has a set combination of IVs upon generation or capture which cannot be directly changed without commands. Normally, IVs are completely random within their 0-31 range. However, several methods exist for collecting Pokémon with much higher IVs than normal.
Legendary Pokémon and the Generation 8 Fossil Pokémon all generate with at least 3 stats having 31 IVs.
Catching the same Pokémon multiple times in a row can result in Catch Combos, which results in the caught Pokémon having multiple stats with 31 IVs at higher catch streaks.
Finally, Pokémon can be bred to cultivate a child with increased stats, with the inheritance of IVs from their parents able to result in children with multiple perfect IVs. By repeatedly breeding the children, eventually the child can have 5 or 6 stats with 31 IVs and can be considered "Battle Perfect."
Items
During breeding, Pokémon can be given Power Items. The specific stat for that item will then be one of the 3 or 5 total stats inherited by the child unless both parents are holding the same item, in which case it will be a 50% chance which parent's stat is inherited.

A Pokémon can be given a Silver Bottle Cap or a Gold Bottle Cap, which consumes the bottle cap to "hyper train" the Pokémon's stats, increasing their stats to what they'd have been if the Pokémon had 31 IVs in that stat. The Silver Bottle Cap hyper trains a single stat, while the Gold Bottle Cap hyper trains all 6. These do not actually increase the IVs, and so do not have any effect on breeding or the move Hidden Power's type.
