Fire Stone shards are mined from Fire Stone ore, very rarely found beneath lava pools, on the roofs above lava flows or pools, and in the Nether. They can also be found by using Forage, and as drops from certain wild Pokémon.
Nine shards are required to make a Fire Stone.
