Special drops are items that can be obtained from PokéLoot chests or Pickup. They primarily consist of different types of Poké Balls, Medicine, held items, and TMs. Special drops are split into three tiers of increasing rarity and item quality. Within each tier, items are randomly chosen with uniform probability to be obtained.

Pickup

A Pokémon with Pickup has a 10% to place a special drop into the player's inventory at the end of a battle if the Pokémon does not have a held item. The distribution of tiers of special drop loot depends on the level of the Pokémon with Pickup.

Customization

Special drops can be customized by enabling the "useExternalJSONFiles" config setting. After doing this, a "pokechestdrops.json" file with be created in the "pixelmon/drops" folder in the main Minecraft directory.

Once the pokechestdrops.json file is opened, special drops can be changed by adding or removing item IDs in each of the three special drop tier lists. More details can be found here.
